Bu rapor, yetkili kurumlarca de\u011ferlendirilir ve binan\u0131n risk durumu belirlenir\u200b.<\/li>\n\n\n\n<li><strong>Projelendirme:<\/strong> Binan\u0131n y\u0131k\u0131lmas\u0131na karar verildikten sonra, <strong>yeni yap\u0131n\u0131n planlanmas\u0131<\/strong> ve <strong>projelendirilmesi<\/strong> a\u015famas\u0131na ge\u00e7ilir. Ev sahiplerinin talepleri do\u011frultusunda kentsel d\u00f6n\u00fc\u015f\u00fcm y\u00f6netmeli\u011fi onayl\u0131 yeni projeler olu\u015fturulur\u200b.<\/li>\n\n\n\n<li><strong>Y\u0131k\u0131m ve \u0130n\u015fa:<\/strong> Onaylanan proje do\u011frultusunda <strong>y\u0131k\u0131m i\u015flemleri ba\u015flar<\/strong> ve <strong>yeni bina in\u015fa edilir<\/strong>. Bu a\u015famada, m\u00fcteahhit firma ile s\u00f6zle\u015fmeler yap\u0131l\u0131r ve <strong>ruhsatlar al\u0131n\u0131r\u200b<\/strong>.<\/li>\n\n\n\n<li><strong>Teslim ve Takip:<\/strong> Yeni bina tamamland\u0131ktan sonra, hak sahiplerine teslim edilir. S\u00fcrecin sonunda <strong>yap\u0131 kullanma izni (iskan) al\u0131n\u0131r<\/strong> ve <strong>projeler resmi olarak tamamlan\u0131r\u200b<\/strong>.<\/li>\n<\/ul>\n\n\n<h2 class=\"wp-block-heading\" id=\"kentsel-donusum-basvurusu-nasil-yapilir\">Kentsel D\u00f6n\u00fc\u015f\u00fcm Ba\u015fvurusu Nas\u0131l Yap\u0131l\u0131r?<\/h2>\n\n\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm ba\u015fvurusu yapmak i\u00e7in izlenmesi gereken temel ad\u0131mlar a\u015fa\u011f\u0131daki gibidir:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Deprem Risk Raporu Al\u0131m\u0131:<\/strong> Ba\u015fvuru yapabilmek i\u00e7in ilk ad\u0131m, binan\u0131n riskli oldu\u011funa dair <strong>deprem risk raporunun al\u0131nmas\u0131d\u0131r<\/strong>. Bu rapor, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan yetkilendirilmi\u015f lisansl\u0131 kurulu\u015flar taraf\u0131ndan d\u00fczenlenir\u200b.<\/li>\n\n\n\n<li><strong>Gerekli Belgelerin Haz\u0131rlanmas\u0131:<\/strong> Tapu fotokopisi, kimlik fotokopisi, riskli yap\u0131 raporu ve di\u011fer gerekli belgeler (\u00f6rne\u011fin, yap\u0131 kullan\u0131m izin belgesi ve mimari proje) haz\u0131rlanmal\u0131d\u0131r\u200b.<\/li>\n\n\n\n<li><strong>Belediyeye veya e-Devlet \u00dczerinden Ba\u015fvuru:<\/strong> Ba\u015fvuru, binan\u0131n bulundu\u011fu belediyeye ya da e-Devlet sistemi \u00fczerinden yap\u0131labilir. Bu rapor, binan\u0131n y\u0131k\u0131lma riski ta\u015f\u0131d\u0131\u011f\u0131 ve deprem gibi afetlere kar\u015f\u0131 dayan\u0131ks\u0131z oldu\u011funu g\u00f6sterir\u200b.<\/li>\n\n\n\n<li><strong>Zemin ve Yap\u0131 Durumu:<\/strong> Kentsel d\u00f6n\u00fc\u015f\u00fcm projesine devlet deste\u011fi sa\u011flanmas\u0131 i\u00e7in bina ya da bulundu\u011fu alan\u0131n zemin yap\u0131s\u0131n\u0131n riskli olmas\u0131 veya yap\u0131lar\u0131n ekonomik \u00f6mr\u00fcn\u00fc tamamlam\u0131\u015f olmas\u0131 gerekir.<\/li>\n\n\n\n<li><strong>Kat Maliklerinin Onay\u0131:<\/strong> Riskli yap\u0131larda al\u0131nacak kararlar i\u00e7in, mal sahiplerinin en az \u00fc\u00e7te ikisinin onay\u0131 olmas\u0131 gerekir.<\/li>\n<\/ol>\n\n\n<h2 class=\"wp-block-heading\" id=\"kentsel-donusumde-riskli-binalar-nasil-tespit-edilir\">Kentsel D\u00f6n\u00fc\u015f\u00fcmde Riskli Binalar Nas\u0131l Tespit Edilir?<\/h2>\n\n\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcmde riskli binalar\u0131n tespiti, birka\u00e7 a\u015famada ger\u00e7ekle\u015ftirilir:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ba\u015fvuru:<\/strong> Riskli bina tespiti i\u00e7in malikler veya yetkilendirilmi\u015f ki\u015filer, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131, belediyeler veya Bakanl\u0131k taraf\u0131ndan yetkilendirilmi\u015f yap\u0131 denetim firmalar\u0131na ba\u015fvuruda bulunur\u200b.<\/li>\n\n\n\n<li><strong>Deprem Risk Raporu:<\/strong> Lisansl\u0131 kurulu\u015flar, binan\u0131n fiziksel durumu, yap\u0131 malzemeleri ve zemin yap\u0131s\u0131n\u0131 inceleyerek <strong>Deprem Risk Raporu<\/strong> haz\u0131rlar. Bu rapor, binan\u0131n g\u00fcvenli olup olmad\u0131\u011f\u0131n\u0131 belirler\u200b.<\/li>\n\n\n\n<li><strong>Tebligat:<\/strong> Rapor sonucunda bina &#8220;riskli&#8221; olarak tespit edilirse, bu durum tapu m\u00fcd\u00fcrl\u00fc\u011f\u00fcne bildirilir ve ta\u015f\u0131nmaz\u0131n tapu kayd\u0131na &#8220;riskli yap\u0131&#8221; \u015ferhi konulur. Maliklere de resmi tebligat g\u00f6nderilir\u200b.<\/li>\n\n\n\n<li><strong>\u0130tiraz:<\/strong> Malikler, rapora itiraz etme hakk\u0131na sahiptir. \u0130tirazlar, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan olu\u015fturulan bir teknik heyet taraf\u0131ndan incelenir\u200b.<\/li>\n<\/ul>\n\n\n<h2 class=\"wp-block-heading\" id=\"kentsel-donusum-projeleri-hangi-yasaya-gore-yapilir\">Kentsel D\u00f6n\u00fc\u015f\u00fcm Projeleri Hangi Yasaya G\u00f6re Yap\u0131l\u0131r?<\/h2>\n\n\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm projeleri kanunu, T\u00fcrkiye&#8217;de <strong>6306 say\u0131l\u0131 &#8220;Afet Riski Alt\u0131ndaki Alanlar\u0131n D\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi Hakk\u0131nda Kanun&#8221;<\/strong> kapsam\u0131nda y\u00fcr\u00fct\u00fclmektedir.
